Preheat oven to 350F. Lightly spray two loaf pans or one loaf pan and a 12 cup muffin tin with non-stick cooking spray. Set aside.
In a medium bowl, combine the flour, baking soda, salt, cinnamon, nutmeg, cloves, ginger, and pumpkin pie spice. Set aside.
In a large bowl, mix together the pumpkin, eggs, oil, water, and sugar until thoroughly combined.
Stir the dry ingredients into the pumpkin mixture until just blended.
Fold in the peanut butter and 1 cup of chocolate chips.
Pour half of the batter into each loaf pan (or half into one loaf pan and evenly divide the rest into the muffin tins).Sprinkle remaining 2 tablespoons of chocolate chips over tops of loaves.
Bake for about 50 minutes to 1 hour, or until golden brown and toothpick inserted in middle comes out clean. If making muffins, they will take less time to bake. Check them after 20 minutes.
Remove from oven and let cool in pans for 15 minutes, then remove from pans and move to a wire rack to cool completely.
